Repositioning RVOS for scale and margin resilience in offshore services
The Challenge
RVOS, a joint venture between Rawabi Holding (KSA) and Vallianz Holding (Singapore), experienced rapid growth following its establishment in 2011, becoming one of the largest offshore vessel operators in the GCC. As the fleet expanded and operations diversified across offshore support vessels, AHTS vessels, jack-up barges, and floating structures, operational and managerial complexity increased.
The sharp decline in oil prices after 2014 placed additional pressure on margins, making cost discipline, operational efficiency, and execution reliability critical. Sustaining performance in a more constrained market environment required sharper strategic focus, streamlined operations, and stronger management systems capable of supporting scale while protecting profitability.
The Transformation
RVOS engaged CDS to revisit its strategy and redesign its operating, organizational, and management model to improve efficiency, strengthen execution, and support margin resilience.
The transformation focused on:
Strategic refocusing: Review and refinement of RVOS’s vision, mission, service portfolio, target clients, and geographic footprint, in close collaboration with shareholders and executive management.
Operating model redesign: Redesign of core and support operating processes across fleet and technical management, crewing, supply chain, health and safety, and corporate support functions.
Organizational and governance alignment: Redesign of the organizational structure, roles and responsibilities, reporting lines, authority matrix, management reports, and management committees to improve accountability and decision-making.
Cost optimization: Identification of opportunities to optimize the company’s cost base while maintaining operational reliability and safety standards.
Building the Foundations
To translate the target model into sustained execution, CDS worked alongside RVOS management to put in place the systems, tools, and governance mechanisms required to embed change.
This included:
Process, policy, and procedure standardization: Review and redesign of policies, procedures, and workflows across core and support functions, including crewing, fleet operations, HSE, and supply chain.
Functional capability strengthening: Implementation of enhanced supply chain, crewing, operations, and HSE practices to improve reliability, control, and performance across vessels and onshore teams.
ERP enablement: Definition of required ERP functionalities in collaboration with department heads and the ERP team to ensure full alignment between systems and redesigned business processes.
Execution governance: Development of a detailed roadmap comprising more than 100 initiatives, and establishment of a Program Management Office (PMO) to manage implementation, track progress, and report to executive management. CDS led and operated the PMO during the initial implementation phase and directly delivered several critical initiatives.
The Outcome
The program aligned RVOS’s leadership and teams around a shared strategic direction and strengthened the company’s internal capabilities across operations, crewing, supply chain, and safety. Operational reliability improved through better planning, preventive maintenance, and asset management, reducing vessel downtime and extending fleet life. Cost control and procurement effectiveness were enhanced, while crewing processes ensured consistent access to qualified personnel and improved retention.
Supported by stronger governance, integrated systems, and disciplined execution, RVOS emerged from the transformation rejuvenated and better positioned to operate profitably in a lower-margin environment, reinforcing its position as one of the leading offshore services providers in the Kingdom of Saudi Arabia.
